发展智慧城市是“数字中国”建设的重要载体

纵观国际(ji)国内数(shu)字(zi)(zi)社会发(fa)展(zhan)实(shi)践,一直以(yi)来(lai),世(shi)界各国都在(zai)加(jia)速(su)“数(shu)字(zi)(zi)蝶变(bian)”,数(shu)字(zi)(zi)化改革对城市(shi)(shi)(shi)(shi)政(zheng)(zheng)治(zhi)、经济、社会、文化、生态建设影响深(shen)远,大力推进政(zheng)(zheng)府数(shu)字(zi)(zi)化转型和(he)数(shu)字(zi)(zi)政(zheng)(zheng)府建设的(de)智(zhi)(zhi)(zhi)慧城市(shi)(shi)(shi)(shi)发(fa)展(zhan)模式早已(yi)成为普(pu)遍共(gong)识。据(ju)有关统计,就国内而言(yan),自2013年1月公布第一批90个试(shi)(shi)点(dian)城市(shi)(shi)(shi)(shi)至今(jin),基于数(shu)字(zi)(zi)化转型的(de)智(zhi)(zhi)(zhi)慧城市(shi)(shi)(shi)(shi)建设试(shi)(shi)点(dian)已(yi)达749个,浙江(jiang)省(sheng)“整(zheng)体(ti)智(zhi)(zhi)(zhi)治(zhi)”、北京(jing)市(shi)(shi)(shi)(shi)“接诉即办”、上(shang)海(hai)市(shi)(shi)(shi)(shi)“一网通办”等(deng)省(sheng)级(ji)平台,福州(zhou)市(shi)(shi)(shi)(shi)“数(shu)字(zi)(zi)福州(zhou)”、苏州(zhou)市(shi)(shi)(shi)(shi)“苏周到”、佛山市(shi)(shi)(shi)(shi)“数(shu)字(zi)(zi)佛山”等(deng)市(shi)(shi)(shi)(shi)级(ji)平台,海(hai)淀区(qu)“城市(shi)(shi)(shi)(shi)大脑”、张家(jia)港市(shi)(shi)(shi)(shi)“智(zhi)(zhi)(zhi)慧城市(shi)(shi)(shi)(shi)”、福州(zhou)鼓(gu)(gu)楼区(qu)的(de)“鼓(gu)(gu)楼智(zhi)(zhi)(zhi)脑”等(deng)县区(qu)级(ji)平台都给其它城市(shi)(shi)(shi)(shi)以(yi)很好的(de)借鉴,成为数(shu)字(zi)(zi)化政(zheng)(zheng)府带给全(quan)民(min)美好生活的(de)生动实(shi)践。

我国(guo)互(hu)联(lian)网(wang)上网(wang)人(ren)数(shu)达(da)十亿三千万(wan)人(ren),这(zhei)不仅表(biao)明我国(guo)网(wang)络技术进(jin)步(bu)和(he)人(ren)民群(qun)众获得(de)感提升,同时也(ye)体现了互(hu)联(lian)网(wang)经济(ji)的(de)快速发(fa)展(zhan),这(zhei)已(yi)成为(wei)我国(guo)发(fa)展(zhan)数(shu)字(zi)(zi)经济(ji)或区域建设智(zhi)慧型社(she)(she)会的(de)一(yi)个(ge)重(zhong)要基础。加之5G、人(ren)工(gong)智(zhi)能、云计算、物联(lian)网(wang)、工(gong)业(ye)互(hu)联(lian)网(wang)等(deng)新一(yi)代信息(xi)(xi)技术的(de)广泛应用,信息(xi)(xi)化、工(gong)业(ye)化与(yu)城镇化深(shen)度融合,尤(you)其近(jin)三年新冠(guan)肺(fei)炎疫情的(de)暴发(fa),人(ren)工(gong)智(zhi)能、区块链、增强(qiang)和(he)虚拟(ni)现实等(deng)领域得(de)到充(chong)分发(fa)展(zhan)进(jin)而深(shen)刻影响了社(she)(she)会发(fa)展(zhan),改变了人(ren)们工(gong)作(zuo)和(he)生活的(de)方式,从侧面反映出进(jin)一(yi)步(bu)完善(shan)和(he)加强(qiang)数(shu)字(zi)(zi)政府治理体系(xi)化,加快推进(jin)智(zhi)慧城市建设的(de)重(zhong)要性和(he)紧迫性。


不(bu)(bu)可(ke)否认的是(shi),在(zai)智慧城(cheng)市发展(zhan)初(chu)期,因(yin)认识(shi)不(bu)(bu)“智慧”、规划不(bu)(bu)系统(tong)、标准不(bu)(bu)规范、人才不(bu)(bu)充裕、应(ying)急能力不(bu)(bu)强等诸多原因(yin),不(bu)(bu)乏花费大量(liang)资金(jin)搞数字化建设(she)但收效(xiao)甚微的案例,“烂尾”工程、重复建设(she)等问题大量(liang)存在(zai)。


但(dan)随着(zhe)全社会的(de)(de)数字(zi)化转(zhuan)型发展(zhan),基(ji)层政(zheng)府(fu)逐步认识到新(xin)型智(zhi)(zhi)(zhi)(zhi)慧(hui)(hui)(hui)城(cheng)(cheng)(cheng)市(shi)(shi)(shi)(shi)在区(qu)域经济社会发展(zhan)和城(cheng)(cheng)(cheng)市(shi)(shi)(shi)(shi)管理中的(de)(de)重要作用,逐渐从以建(jian)为(wei)主(zhu)转(zhuan)向长效运营、促(cu)进(jin)有效市(shi)(shi)(shi)(shi)场和有为(wei)政(zheng)府(fu)更好结(jie)合转(zhuan)变,智(zhi)(zhi)(zhi)(zhi)慧(hui)(hui)(hui)城(cheng)(cheng)(cheng)市(shi)(shi)(shi)(shi)建(jian)设进(jin)入了以人为(wei)本(ben)、成效导(dao)(dao)向、统筹(chou)集约、协(xie)同创新(xin)的(de)(de)新(xin)型智(zhi)(zhi)(zhi)(zhi)慧(hui)(hui)(hui)城(cheng)(cheng)(cheng)市(shi)(shi)(shi)(shi)发展(zhan)阶段。近两年(nian),各地政(zheng)府(fu)相继(ji)(ji)发布新(xin)型智(zhi)(zhi)(zhi)(zhi)慧(hui)(hui)(hui)城(cheng)(cheng)(cheng)市(shi)(shi)(shi)(shi)建(jian)设规(gui)划或行(xing)动计划,北京、上海、天津(jin)、深圳、武汉、长沙等城(cheng)(cheng)(cheng)市(shi)(shi)(shi)(shi)还争相提出要打造(zao)智(zhi)(zhi)(zhi)(zhi)慧(hui)(hui)(hui)城(cheng)(cheng)(cheng)市(shi)(shi)(shi)(shi)标杆,大有掀起(qi)智(zhi)(zhi)(zhi)(zhi)慧(hui)(hui)(hui)城(cheng)(cheng)(cheng)市(shi)(shi)(shi)(shi)建(jian)设“热潮”的(de)(de)趋(qu)势。特别是(shi)基(ji)于(yu)一批城(cheng)(cheng)(cheng)市(shi)(shi)(shi)(shi)群(qun)(qun)、城(cheng)(cheng)(cheng)市(shi)(shi)(shi)(shi)带、城(cheng)(cheng)(cheng)市(shi)(shi)(shi)(shi)圈和都市(shi)(shi)(shi)(shi)区(qu)不(bu)断涌现(xian),相继(ji)(ji)产生了“智(zhi)(zhi)(zhi)(zhi)慧(hui)(hui)(hui)城(cheng)(cheng)(cheng)市(shi)(shi)(shi)(shi)群(qun)(qun)”的(de)(de)概(gai)念。例如,广(guang)东开(kai)始主(zhu)导(dao)(dao)打造(zao)珠三角(jiao)智(zhi)(zhi)(zhi)(zhi)慧(hui)(hui)(hui)城(cheng)(cheng)(cheng)市(shi)(shi)(shi)(shi)群(qun)(qun)、陕西主(zhu)导(dao)(dao)建(jian)设关(guan)中智(zhi)(zhi)(zhi)(zhi)慧(hui)(hui)(hui)城(cheng)(cheng)(cheng)市(shi)(shi)(shi)(shi)群(qun)(qun)、江苏(su)(su)开(kai)始规(gui)划苏(su)(su)南智(zhi)(zhi)(zhi)(zhi)慧(hui)(hui)(hui)城(cheng)(cheng)(cheng)市(shi)(shi)(shi)(shi)群(qun)(qun)等。

如今,发(fa)展(zhan)(zhan)新(xin)型智(zhi)慧城(cheng)市,已成为各(ge)级(ji)政府提升(sheng)治理(li)能力(li)、改善城(cheng)市运行管理(li)、发(fa)展(zhan)(zhan)数字(zi)经济、重构公共服务(wu)体系的(de)(de)新(xin)动力(li)和(he)(he)新(xin)途(tu)径,它是“数字(zi)中国(guo)”建设的(de)(de)末(mo)梢工(gong)程和(he)(he)必然(ran)趋势。根据IDC《全球智(zhi)慧城(cheng)市支出(chu)指南》,2021年中国(guo)智(zhi)慧城(cheng)市的(de)(de)IT总体投资达(da)259亿美元,年增长(zhang)率15%。中国(guo)智(zhi)慧城(cheng)市工(gong)作委员会数据预测,2022年,我国(guo)智(zhi)慧城(cheng)市市场规模将达(da)到(dao)25万亿元。智(zhi)慧城(cheng)市建设已成为政府粗放型管理(li)向精细化转变的(de)(de)重要抓手,或将长(zhang)时间(jian)处于(yu)深化发(fa)展(zhan)(zhan)和(he)(he)高(gao)速发(fa)展(zhan)(zhan)期。


而(er)在(zai)(zai)由中国(guo)(guo)信通院联合京(jing)东云主办的(de)“CAICT TALKS与谈云说AI·智(zhi)慧(hui)城市(shi)高(gao)端对(dui)话”上,多位(wei)专家及业内(nei)人(ren)士却表示,当前我国(guo)(guo)智(zhi)慧(hui)城市(shi)发展(zhan)已(yi)经进入“深水(shui)区(qu)(qu)”,主要体(ti)现(xian)在(zai)(zai)保障老百姓福祉、体(ti)现(xian)公共属性价(jia)(jia)(jia)(jia)值(zhi)、注(zhu)重(zhong)协同价(jia)(jia)(jia)(jia)值(zhi)等(deng)方(fang)(fang)面(mian)存在(zai)(zai)需求(qiu)分(fen)析(xi)不精(jing)(jing)准、精(jing)(jing)细化管理不对(dui)称、数据归(gui)集共享(xiang)效率低等(deng)亟待解决的(de)问题。事实情况(kuang)如何(he),这就要求(qiu)地方(fang)(fang)政府要对(dui)照国(guo)(guo)家新型智(zhi)慧(hui)城市(shi)的(de)评(ping)价(jia)(jia)(jia)(jia)指标与指标体(ti)系,对(dui)区(qu)(qu)域智(zhi)慧(hui)城市(shi)建(jian)设和发展(zhan)情况(kuang)有一个系统客观的(de)评(ping)价(jia)(jia)(jia)(jia)。重(zhong)点(dian)不外(wai)乎聚焦三(san)个方(fang)(fang)面(mian):需求(qiu)合理性、运营的(de)长效性和服务(wu)的(de)高(gao)效性。

受三年疫情(qing)冲(chong)击影响(xiang),智(zhi)慧城市(shi)(shi)建(jian)设(she)在(zai)创新协同(tong)(tong)、为民服务、数据共享(xiang)(xiang)、产(chan)业(ye)赋能、安(an)(an)(an)全(quan)保(bao)(bao)障(zhang)、绿色低碳等(deng)方面都出现了(le)新的(de)发(fa)展(zhan)导向,政(zheng)(zheng)府牵头做好(hao)智(zhi)慧城市(shi)(shi)“顶层设(she)计”和(he)政(zheng)(zheng)策扶(fu)持对于智(zhi)慧城市(shi)(shi)建(jian)设(she)快速(su)推(tui)进(jin)(jin)(jin)意义重大,地方科技企(qi)业(ye)的(de)积极参与以及企(qi)业(ye)之间的(de)“数据交(jiao)易”也(ye)将加速(su)数据融合与共享(xiang)(xiang),线(xian)上孪生城市(shi)(shi)的(de)智(zhi)慧空间必(bi)将打破时(shi)间与空间束缚,让居(ju)民分享(xiang)(xiang)到更具层次的(de)互动体(ti)(ti)(ti)验(yan)。这就进(jin)(jin)(jin)一(yi)(yi)(yi)步要求我们在(zai)具体(ti)(ti)(ti)工作(zuo)上要强(qiang)化(hua)(hua)基础能力(li),积极推(tui)进(jin)(jin)(jin)一(yi)(yi)(yi)网(wang)通(tong)办、一(yi)(yi)(yi)网(wang)通(tong)管、一(yi)(yi)(yi)网(wang)协同(tong)(tong),推(tui)进(jin)(jin)(jin)安(an)(an)(an)全(quan)体(ti)(ti)(ti)系建(jian)设(she);在(zai)服务保(bao)(bao)障(zhang)上要加强(qiang)“一(yi)(yi)(yi)把手(shou)”组(zu)织领导和(he)经费保(bao)(bao)障(zhang),强(qiang)化(hua)(hua)人才(cai)引领和(he)考核(he)评估(gu),努力(li)实现统筹管理一(yi)(yi)(yi)体(ti)(ti)(ti)化(hua)(hua)、数据目录一(yi)(yi)(yi)体(ti)(ti)(ti)化(hua)(hua)、数据资源一(yi)(yi)(yi)体(ti)(ti)(ti)化(hua)(hua)、共享(xiang)(xiang)交(jiao)换一(yi)(yi)(yi)体(ti)(ti)(ti)化(hua)(hua)、数据服务一(yi)(yi)(yi)体(ti)(ti)(ti)化(hua)(hua)、算力(li)设(she)施一(yi)(yi)(yi)体(ti)(ti)(ti)化(hua)(hua)、标(biao)准规范(fan)一(yi)(yi)(yi)体(ti)(ti)(ti)化(hua)(hua)、安(an)(an)(an)全(quan)保(bao)(bao)障(zhang)一(yi)(yi)(yi)体(ti)(ti)(ti)化(hua)(hua)。
